Update AZP matrix to replace RHEL7.6 with 7.9

SUMMARY
Update AZP matrix to replace RHEL7.6 with RHEL7.9 for the following test environments:

Remote 2.9
Remote 2.10

Trying to address the following CI issue on RHEL7.6 test environment:
